While I'm here--do timing restrictions based on card type apply to Ornate Kanzashi and Muse Vessel?

With Muse Vessel it creates it's own restriction so you must follow that rule. Otherwise you can only play the spell when you could normally play it. Thus if it is a creature you can only play it on your turn when the stack is clear.

If you were to have something that let you play spell different (say "Leyline of Flash") you could cast it as an instant.

The only type of effect that implicitly removes timing restrictions is one where you play a card while a spell or ability is resolving, like Djinn of Wishes or Guile. If timing restrictions were followed for that type of effect, you wouldn't be able to play anything at all since it's in the middle of something resolving.

Also, remember that nothing, not even the above, will let you play a land when it's not your turn (and only the first land of the turn, barring an Exploration effect).
