Say I have both in play, and I sac'ed my lands to a sac outlet. Can I fade away my opponent's lands, and essentially not have them come back?

Land Equilibrium: "If an opponent who controls at least as many lands as you do would put a land onto the battlefield, that player instead puts that land onto the battlefield then sacrifices a land."

When the Tided lands return, he'll have to sacrifice a land each time a land returns to the battlefield. If you have no lands and you removed all his lands, he'll have to sacrifice each land as it returns.
