Rules are simple:

-Ante / Dexterity cards are banned.

-Any card which costs less than a dollar (on average between most card shops) may be played (hence the name penny magic since you need just pennies to afford it).

-Any card which costs more than a $1.00 is banned.

-Similar deck structure like for eternal formats: 6o deck minimum, limit of 4 to any deck, no limit for basic lands.

Thoughts?

Interesting. Very similar to Heirloom, although you would really need a website to base it off of. Otherwise, there may be much discrepancy between card shops.

Yes, of course there is that too. I think what Heirloom does is make a list of the legal cards before any tournament and then use that list, despite price fluctuations.

It is awfully more difficult to manage than pauper/peasant/silverblack though.

Be a sunuvabitch to pimp out your deck though. You would have to set up a standard of a sort and keeping track of prices would be ridiculous.

It would be amusing though every time a card got a use it got banned.
