First decklist posting, please be kind.
Why play this over any other budget option?
First off, dream halls combo decks are just plain mean, abusing one of the most broken cards ever to see print. It is so powerful it was restricted in vintage..shouldn't it be busted wide open in legacy? Due to the speed of the deck many time people will not realize you aren't running fows and may think you are only short some dual lands. This is a deck that loses the least from not having the "money" cards required (assuming $90/playset for show and tell is not too pricey for you)
The main idea was to keep all the advantages of playing a budget deck with as few the negatives that come with the budget monkier.
Budget Cruel Ultimatum
Mana- 22
3x Crystal Vein (Ancient Tomb if you own them)
1x Boseiju, who shelters all
4x Scalding Tarn (Polluted Delta if you can afford them)
2x Steam Vents
3x Watery Grave (replace 1 with a Swamp if you can afford Deltas)
4x Lotus Petal
4x Island
Combo parts- 19
2x Conflux
2x Cruel Ultimatum
3x Show and Tell
4x Burning Wish
4x Dream Halls
3x Progenitus
1x Magister's Sphinx (beats any kind of life gain and combines with dream halls and cruel)
Protection- 8
4x Duress
4x Pact of Negation
Draw- 11
4x Brainstorm
4x Preordain
3x Lim-Dul's Vault
Sideboard- 7 wish cards, the rest as needed
1x Show and tell
1x Conflux
1x Cruel Ultimatum
1x Cruel Edict

Adding burning wish seems to give the deck more consistency, giving you 6-7 copies of many combo parts. Also being able to take out random hate like meddling mage, solitary confinement, etc is pretty useful. So far the deck has performed about as well against the current metagame as the standard version
