This card is really confusing.
This opening post is lacking content. Opening posts should be especially strong ones. Try fleshing out your concerns next time. This seems awfully close to a rules question, in which case, you likely have posted in the wrong forum.

so it only works during that players draw phase?
so brainstorm wouldn't really work against it

No, Chains effects each draw that occurs OTHER than the first card drawn during the draw phase. So they get their regular card for free; any cards drawn after that or during your turn trigger the Chains effect.

Donate -> Mystic Remora + Chains + 0 drop non-creature artifacts. or something like that.
Howling Mine maybe, or Temple Bell. It's decent in SuiBlack as a SB option against blue, but that's about it for actual practical uses.

but you cannot use 4 cards just for brainstorm. thats not a smart move.

question: does this phrase "If the player discards a card this way, he or she draws a card."
does this create a loop effect, because that player will draw a card now. so once that player draws, he must discard again. then, if he discards this way, he draws again, so then they have to discard again.
am i correct?
Chains replaces the 2nd+ card drawn with a "Discard, then draw" If you don't have cards to discard, it instead reads "mill 1"

i'm talking about the next phrase. If the player discards a card this way, he or she draws a card.
so does it end up like a loop.
The wording there is very poor, but no, it doesn't create a loop.
I've drawn 1 card during my draw step, then cast brainstorm. Brainstorm, essentially, now reads
"Discard a card, then draw a card. Discard a card, then draw a card. Discard a card, then draw a card. Put 2 cards from your hand back ontop of your library."
The best way to think of it is that every instance of "draw a card" past your first card in your draw step, is replaced with "Discard a card, Draw a card," assuming they still have a hand that is.
They don't loop. It just adds an additional action.

then it actually creates a very good filtering system for black decks, if u run like bob.

Except Bob doesn't "draw" you a card. It simply puts it into your hand.
At the beginning of your upkeep, reveal the top card of your library and put that card into your hand. You lose life equal to its converted mana cost.
