The goal was to build a legacy viable deck for under $100, this is it

It comes in at $98.14 and consistently kills on turn 2-3 through disruption. It has problems with mana denial, and it's disruption suit isn't ideal for fighting the faster decks in the format. None the less I would play this at a tournament.

A few key notes about the deck,

The idea is to get a cephalid illusionist out and target it repeatedly with shuko or nomads en-kor to mill your entire deck into the graveyard. Then flashback cabal therapy and remove your opponents disruption before bringing back kiki-jiki, mirror breaker, sky hussar and karmic guide with dread return .
At that point there very little they can do to stop you. the next part is tricky, return karmic guide (sacrificing narcomoeba ) use it to return kiki jiki. Once that's done copy karmic guide with kiki to bring back sky hussar, when sky hussar comes out all of your creatures untap. This is the infinite bit, copy sky hussar over with kiki-jiki and over each time untaping all of your creatures. do this until you have way more than necessary to kill your opponent, then attack and win.

If an ensnaring bridge or other problem artifact is out other you can cast ancient grudge from the grave post mill.

Bridge from below isn't a requirement with this deck but is very cool, basically is you have 3 creatures out you can therapy three times then flashback dread return using the bridge tokens, this saves a tone of space and maximizes you therapies.

darksteel colossus is in the sideboard to combat painter mill strategies. the idea is that if they mill you you get your entire deck in the graveyard and draw the darksteel, all you have to do is flash back and win.

Natures claim is there to combat the inevitable tormod's crypt that will be brought in against you. Spell pierce is there to fight fast combo. The angels grace are added protection against fast combo and can be changed.

Feel free to make changes and use this as a starting point.

Cards that would work well with this deck are ray of revalation , force of will, dual lands and fetch lands and daze (once dual lands are in the deck). Keep in mind the deck has to support green for the tutors white for the Nomads and blue for the Cephalid Illusionist.

There is an alternate kill with altar of dementia and Sharuum the Hegemon x2. You return sharuum and use her to bring back sharuum, they die due to the legendary permanent rule and give you zombie tokens ( bridge from below is in the deck), you loop this until you have a 30 or so zombie tokens and then bring back altar of dementia (with sharuum) and sacrifice the tokens to altar of dementia to mill your opponent.

You do realize that, for shuko to work, you need 2 creatures on table, right?

Why? The equip is an activated ability, and Cephalid Constable is a legal target. It doesn't matter if the creature is already wearing the equipment. Same goes for Mishra's Factory...you can pay 1 to make it a 2/2 creature, and then do it again, and then do it again...I don't know WHY you would do it, but you can. Shuko works the same.

Brainstorm is probably not so good with no fetchlands, maybe Preordain. If you have a few more bucks to spend you could probably replace those Shuko for Aether Vials. That will support your "fewer lands" strategy and add some more resilience against counters.

Careful Study and Ponder both seem to be solid options...Ponder has the built in shuffle if need be and Carefuly Study goes right with the theme of turning your graveyard into an extend-o hand.

You are right, sorry. I just thought about the lightning greaves interaction, but that would be because of shroud

The Aether Vials are very, very good in this, but not necessary. They would be a good way of working the deck towards a less budget version, along with upgrading the manabase, and working in Force of Will, but that obviously quadruples the deck's cost.

Seems like a very solid list, but Shuko gets hit by Mental Misstep. It might be worth mentioning that you can up the en Kor creature count in place of Shukos if you include Aether Vial.

EDIT: The Sharuum kill seems better and worse. Better because noone expects that kind of crap from a CB deck, so you would dodge Pithing Needles on Kiki Jiki and such, but worse because any number of NO Pro or Show and Tell decks are completely immune to it. I was trying to find a different artifact than Altar of Dementia, but all the other artifacts either are limited by a tap symbol or a mana cost. Boo.

EDIT: On perusal, I think you're going to have to put in more lands. 12 is just not enough, unless I'm missing something.

Mimeoplasm + Lord of Extinction + Maga or Redcap seems the best kill condition like now, cause you don't need to attack, you kill when it enters the battlefield.

I added the Life combo (en-Kors + Daru Spiritualist + Starlit Sanctum + Felidar Sovereign) cause i had some free space and just for fun, in very rare cases it can be a backup win condition when the opponent got shroud, but all in all it's quite useless...
