Does the number of copies placed by the storm trigger check for number of "spells played before" on the announcement of the original storm spell, or on resolution of the storm trigger?

To give a lame example:
Player A (active): Dark Ritual (resolves), Dark Ritual (resolves). Cast Tendrils of Agony, targeting player B. Storm trigger on stack, but not resolve yet (so no copies of Tendrils placed on stack yet).
Player B (non-active). Lightning Helix, targeting player A.

When the storm trigger resolves, do two additional copies of Tendrils of Agony get placed (corresponding to the two Dark Rituals played before Tendrils of Agony)? Or do 3, also corresponding to the Lightning Helix being a third spell that resolved before the storm trigger for Tendrils broke? The way the reminder text is phrased, it seems like it's the former case (2 additional storm copies), but I wanted to be 100% sure.

The number of copies is set when the storm spell is played. Storm counts only spells that were played—by any player—before the storm spell was played. For example, if you cast Dragonstorm as your first spell for the turn and your opponent plays Counterspell and you counter back with Force of Will, you would not get the benefit of the additional two spells that were played and you would have to make do with one Dragon.
