The second clause requires that the opponent reduce its hand size by 7. Does this mean that once this guy is cast, the opponent has to basically discard their hand?

They would be required to discard their entire hand at the end of their turn.

Exception: If that player plays a card with an effect that increases maximum hand size, then the latter of the two takes effect. (i.e., Spellbook, Reliquary Tower, etc)

Rather, those are cards that remove the maximum hand size: no size minus seven is still no size.

If you have an effect that increases maximum hand size, the sum of that increase plus Jin-Gitaxias, Core Augur's reduction is the new modifier to your hand size.
