This question may have already been asked, but I need some clarification.

Opponent has Gaddock Teeg out.

Can I capsize with buyback?

Can I into the roil with kicker?

"Converted mana cost" is (the colorless equivalent of) the number in the upper right corner of the card. Additional costs are not part of the mana cost.

They're both additional costs, so they don't factor into the converted mana cost of the spell. So yeah, you can do both of them.

You can do both. Gaddock only cares about "converted mana cost" which is only what's printed on the top right of the card.

Kicker and Capsize don't change the converted mana cost of a card. Actually, nothing changes the cmc of a card because it's always what's written on it and I don't know of a card that actually changes the ink on a card ;-).

Bonus: Anywhere but on the stack, (x) in the casting costs of a spell is considered zero when it comes to calculating the cmc. When on the stack, the chosen value of (x) is applied when calculating the cmc. Note, that Gaddock prevents the casting of spells with (x) in its cost in the first place though.

Minor nitpick:
Never say never! Any copy effect (clone) copies, thus changes the manacost of the card and therefore changes the converted manacost.
