For example
Civilized Scholar // Homicidal Brute
Blue scholar turns into red brute. Can be this card played with monoblue or monored general?

www.mtgcommander.com is in charge of the rules, and they haven't updated it yet. They probably will by the time of the prerelease. There is a lot of debate in the forums, but right now it looks like the cards will probably be counted as being all the colors on either side.

I think the new Garruk makes itself pretty plain; one side of the card is Green, the other side is Green/Black. I can't play Manamorphose with Kaalia, I don't see why one should be able to play New Garruk without also playing Black. It's like putting Fire//Ice in your deck and saying, "Oh, but, I'll only cast Ice, don't worry about it."

The new comprehensive rules update seems to indicate that the color identity of a card is the combination of colors on both sides of that card. This means that a monogreen commander cannot use Garruk Relentless.

This rule, defining color identity in Commander games, was reworked a bit to clarify that every card has a color identity, not just the commander.

This new rule states that the back face of a double-faced card is considered when determining a card's color identity.

This rule was rewritten to make the color identity limitations of a Commander deck clearer, especially given the rewording of 903.4.
Yep, they went with it being the color(s) of both sides.

Not if it's Red/Blue. Color identity is not the same as color.
