The idea is to keep playing bodies until you stall into the late game. You use replacement cards such as Imperial Recruiter and Squadron Hawk to survive. Then drop a Wrath of God to clear the board and take over the game with Moorland Haunt/Jace. Imperial Recruiter doubles as a silverbullet-tutor for cards like Grim Lavamancer, Magus of the Moon, Snapcaster Mage, Peacekeeper, Ethersworn Canonist and Phyrexian Revoker. I couldn't find any place for Force of Will, which I don't think is very good. Perhaps some of the silverbullets should move to the sideboard.

Moorland Haunt
Turns all your creatures into new creatures! Works great with chumpers and sweepers.

Chrome Mox
Turns Imperial Recruiters into Mox Ruby and Squadron Hawk into Mox Pearl! Allows first turn Hawks and first turn Stoneforge Mystic.

Squadron Hawk
Gets more Hawks! Hot with Brainstorm, Jace's +0, and Chrome Mox. It protects your planeswalkers for 8 consecutive turns with Moorland Haunt so you can ramp Jace to ultimate easily.

Imperial Recruiter
Imperial Recruiter can get another Imperial Recruiter, so you can have 8 chumps to protect your Jace or Elspeth with Moorland Haunt. Use the last one to get a Squadron Hawk if you didn't already get one before, for another 8 chumps!

Stoneforge Mystic
With all those expendable bodies, it's great to be able to get a Jitte, sword, or a batterskull. Moorland Haunt turns your bodies into 1/1's with evasion!

Snapcaster Mage
A one-off Snapcaster Mage can be fetched with Imperial Recruiter. Let's you stall the game by chumping with recruiter, then Snapcasting a WoG , Brainstorm, or Plowshares.

Vendilion Clique
Feels too good not to play at least one. Kills other Cliques and planeswalkers, on top of some utility and beats.

Magus of the Moon
Recruiting a Magus of the Moon can steal the game. Sure you disable Moorland Haunt, but who cares if that means you can lock your opponent out of the game.

Phyrexian Revoker
Revoker can help against Engineered Explosives or Pernicious Deed.

Grim Lavamancer
Good one drop against tribal. Helps exhaust your opponent's creatures. If they drop anything bigger, chump and wog!

Jace, the Mindsculptor
The creatures are there to protect Jace. Jace needs to fire off his ultimate to win, in case equipment doesn't work.

Elspeth Knight Errant
More chumpers are good. The +3/+3 pump allows you to have a clock. Indestructible chumpers are even better.

Batterskull/Swords of X/Y/Umezawa's Jitte
Pick your favorite. Mine is Batterskull + Sword of Feast and Famine (Team America/Batterskull) and Sword of Fire and Ice. (Goblins/Merfolk)

Wrath of God
Mass removal!

Swords to Plowshares
Cheap, efficient, and buys me time. I'm thinking of adding Firespout to replace Swords to Plowshares, though I'm not entirely sure.

Brainstorm
Hawkcestralling is good.

Spell Snare
Too many good 2 drops not to play these.

Sideboard Considerations:
Grim Lavamancer/Firespout - Both help against tribal decks. I don't want to get swarmed.
Peacekeeper - Even though Merfolk has Dismember now, I still think this card can help me with my gameplan. If they don't have a Dismember soon enough, they'll get buried in card advantage.
Figure of Destiny - A card I wish to try against control, though I don't think control is going to be very strong right now. It's easy to ramp because I have a lot of spare mana since this deck is designed to stall into the late game.
Ethersworn Canonist - Anti combo
Red Elemental Blast - Anti combo and anti control
Phyrexian Metamorph - Not sure, I thnk it comes too late to be really relevant against N/O.

It reminds me of a RGW build I played with the same concept in mind. The similarities are Stoneforge Mystic and Imperial Recruiter. The main differences are Eternal Witness, Academy Rector, and Pattern of Rebirth + Emrakul / Deathrender + Goblin Bombardment. I stopped playing my build because it was too slow, though. This one should be better thanks to the planeswalkers, but I can't think of anything specific to improve it; besides, my worst matchups should be better to you thanks to the planeswalkers and removal.
