BUG control

I'd like some suggestions or comments on the B/U/G list I've been playing. I wasn't really sure if I should put this in the team america thread but since it's a bit different I put it here instead. I can't get stuff like goyf and confidant right now but pretty much any card that's under $20 I could buy. One thing I was considering is standstill. Also I have 4 Tops but I'm not sure if I should use them and what to cut for them.

Given that you openly brought up that you're on a budget, you may want to post this deck in the casual/budget forum. The new and developmental deck forum is under the impression that the decks posted are not budget and are aiming to be highly optimized--whatever the price of those cards may be.
