Split Second (As long as this spell is on the stack, players can’t play spells or activated abilities that aren’t mana abilities)
the Opponent extirpates the Punishing Fires and I activate Grove for red Mana he gains 1 life can I use that Mana to buyback the Punishing Fires from the Graveyard before extirpate resolves?
Punishing Fire Reads Whenever an opponent gains life, you may pay R. If you do, return Punishing Fire from your graveyard to your hand.

Since Grove's life-gain ability is tapped onto a mana ability, it does not use the stack. It can be activated anytime you have priority or are asked to pay mana (for paying costs/spells).
Split Second doesn't allow any new spells to be cast, or to activate any non-mana abilities. This does still allow normal triggers to resolve (such as Counterbalance and Punishing Fire's life gain trigger).
Thus, responding to Extirpate by tapping Grove of the Burnwillows for :r: will allow you to return Punishing Fire to your hand.

never mind forgot I have priority before the opponent can do anything about it
what happens if they respond to me getting it back can i pay another red to get it back?
If you activate Grove, then put Fires on the stack, your opponent can now respond with Extirpate and exile your Fires.
