The deck in solo play its too slow, despite all the control. Any advise on how to speed it up? Thanks.

I may be not the best to give you some advise on this, as I don't play such a deck, but I'll try to give you some advise/opinions anyways. Who knows, maybe you might find some of them useful.
I'll also try to keep it on as little budget as possible and you can cram more expensive cards in later to replace what you see fit.
Try to consider white as your secondary color, as white offers you a variety of options. From tutoring, pin point removal, sweepers, other form of utilities, and means to answer things that black normally can't... means to handle opposing artifacts and enchantments.
Enlightened Tutor This will help you find the pieces that you needed, as well as other forms of alternate win cons you may need, or silver bullets as well. This is the primary reason you're choosing white.
White will also give you access to pin point removals and or sweepers with the likes of:
Path to Exile
Swords to Plowshares
Condemn
Day of Judgement
Wrath of God
Other things you may find useful to help you with things that black normally may have issues dealing with (artifacts and enchantments):
Seal of Cleansing
Oblivion Ring
Aura of Silence
Other defensive things that you may find useful white offers:
Ghostly Prison
Story Circle
Runed Halo
Leyline of Sanctity
Nevermore
Of course combined with black gives you access to these:
Vindicate --- quite a heavy price tag though

While the deck may be slow, just focus on controlling the board until you can assemble your pieces.
I will not assemble your deck for you, but I'll give you some aid/guideline to help follow in assembling your deck, so that this will be your deck, not mine.
23-24 lands
Try to use some fecthes if possible, if you're on a low budget. You may consider running a heavy amount of basic swamps, add a few plains, and run cards like Tainted Field and fetch your basics with 4-5 of Evolving Wilds and/or Terramorphic Expanse.
4-7 tutors to help you find the things you need. Some you may be able to use are:
Enlightened Tutor
Beseech the Queen
Diabolic Tutor
8-12 Disruption in the form of either:
Gerrard's Verdict
Hymn to Tourach
Duress
Inquisition of Kozilek
Raven's Crime
8-11 (0-4 of which may be a board sweeper) of establishing board control.
You may choose from these suggestions:
Innocent Blood
Diabolic Edict
Chainer's Edict
Swords to Plowshares
Path to Exile
Condemn
Damnation
Wrath of God
Day of Judgement
Oblivion Ring
Ghostly Prison
and then try squeezing in 1 alternate win condition (and tutorable too), in case winning with your primary win con is not possible. Try to pick something that already benefits your deck, like taking advantage of your hand destruction.

1 tutorable silver bullet in the deck to take care of pesky artifacts and enchantments, you may choose between:
Seal of Cleansing
Oblivion Ring
Aura of Silence
If you have some cash, you may replace the previous alternate win-con and maybe add some planewalkers to aid you. If you're adding planeswalker, I could suggest Elspeth, Knight-Errant or Liliana Vess as she can also act as a tutor to fetch you what you need, or have her ultimate take advantage of all your removal. However, unlike Elspeth, she's not able to defend herself. elspeth can do this, buying you time that you need and help build up her ultimate as you just chump block. If you're using Elspeth though, I'd suggest upping up the count to 2-3. Liliana May be fine as a 2 off. If not going with this route, then the previous singleton is okay too, but elspeth seems to be the stronger one.
Sideboard is totally up to you, as that's usually meta game, but hopefully you find some of this useful. Good luck.

I actually think keeping it U/B is fine.
At the moment I think it does look a little slow, and too dependant on Underworld dreams, with too little to protect it.
N.B. I assume 'Underwater River' is actually underground river?
As a start, I would do:
-4 Dimir Signets (just not that good)
-4 Boomerang (double blue is hard to hit reliably with budget lands)
-4 Damnation (Just a bit pricey when you are looking to play your key spells at 4cc)
-2 Polluted Mire (not great card)
-1 Frantic Search (is banned in legacy, so if you wanted to play this deck in any format apart from Vintage, it's worth removing.)
-4 Perplex (useful to find the dreams, but not good for finding teferi's. I suggest lim dul's instead)
+4 Talisman of dominance (better than dimir I think)
+4 Ponder (normally I would say brainstorm, but you have no way to shuffle your library so it does decrease it's power a bit)
+4 Lim Dul's Vault (I think that still counts as budget?)
+3 Mox Opal (you can discard excess ones to thirst for knowledge, and you would have enough cantrips to ensure you don't draw too many. With artifact lands and 4 talismans, you should be able to get to metalcraft. Probably worth adding a couple of darksteel citadels too)
+4 Duress (good for disruption, and good for budget decks.)
Potentially consider cards like Wistful Thinking (works as a discard and damage spell if underworld dreams is out) but I would just focus on getting the combo pieces (i.e. underworld and teferi's).
