Body Double + Victimize Shenannigans

I target Body Double and Tidespout Tyrant with Victimize. Can I have the Body Double enter the battlefield as a copy of Tidespout Tyrant if I don't have any other Tidespout Tyrants in my graveyard?

I want to say yes, because cards remain in their current zones "as" they enter the battlefield, right? Isn't this the same idea that lets Golgari Grave Troll count itself when you Dread Return it?

As Body Double is entering play, both it and Tidespout Tyrant are still in the graveyard, yes. The same reason you can't, say, Clone Tidespout Tyrant if you're returning them both to play.
