[Deck] Need help with a blue/white deck

This is the deck I started playing with 5 years ago. Since then I stopped playing and now that I'm back, I realize it sucks and it's more like an assortment of cards rather than a deck.

I'm trying to salvage the best cards and prepare a blue white deck that works for casual play, but I don't know which cards I have to lose ASAP and which ones should I get to make this work.

Please, give me some suggestions (and yes...I know the deck as it is now sucks)

A few questions for you to try to help.
What kind of card pool are you working with?
Are you going to buy cards to help the deck, and if so how much do you want to spend?
Are you looking for a particular theme, or archetype for the deck?

If your're looking for a cheap U/W deck you can't go wrong with a counter-post/landstill type of deck.
(of course, counterspells won't make you a lot of friends in a casual setting.)

I'm willing to spend some money on the deck; I've found some stores on ebay to order the specific cards I'll be needing (the local store doesn't allow buying or selling individual cards)

I was thinking about splitting the deck and using a mono white soldier/cleric deck and a mono blue wizard or merfolk deck, if there was no chance of making a good blue/white deck.

Which cards should I get for a counter-post/landstill deck?
