The guy says i will tap my grim for 1 billion times. Can i make him tap it a billion times to play for the draw?

I actually think you would be called out for stalling if you did that, the tap effect could be dealt with a reasonable short cut which usually handles this situation.

If you actually didn't understand how the tapping worked and needed a demonstration a billion times over then you could have him play it out so you knew what was going on. Since you do understand (or you should) and your doing this for a draw, I would see this as stalling.
