I got an idea yesterday:
[Land Manabase]
18 Forest
[Obvious Stuff - Mana Speed Support]
4 Llanowar Elves
4 Quirion Ranger
[Dredge/Ichorid/Reanimator Little Hoser]
4 Heap Doll
[Dudes]
4 Thornweald Archer
4 Ashcoat Bear
4 Penumbra Spider
[Lure Support]
4 Tempting Licid
[B]4 Viridian Longbow
4 Gorgon Flail
[Stack Control]
4 Thorn of Amethyst
[Card Quality]
2 Darksteel Pendant
60 cards maindeck
[Sideboard - 15]
3 Wheel of Sun and Moon
4 Krosan Grip
3 Bottle Gnomes
2 Deadwood Treefolk
1 Thicket Basilisk
2 Leonin Bola
The weak point of monogreen decks is usually lack of board control, so this problem is fixed here in similar way as in very old childish Basilisk + Lure deck, however more evolved. Green Stompy decks are forced to run fast and try to win ASAP or lose, if opponent stabilizes. This represents just another method: apply consistent pressure and answer counter-threats, until opponent runs out of resources and gets into hopeless situation.
Some card choices:
Quirion Ranger - The engine. Untaps manaelves and equipped creatures or even opponent's creatures if needed to lure them into blocking. It enables full attacks and keep some defense.
Heap Doll - Not the best GY hoser, but on legs -> not dead card against non-grave decks. It can chumpblock and/or shoot (if equipped) creatures with green protection.
Ashcoat Bear - The Back Up. Flash ability means it is more resilient against counterspells, it may come right after opponent's board reset.
Penumbra Spider - Another back-up against board resets, blocks flyers.
Tempting Licid - The Lure on legs. Licids are generally underestimated, because they can perform block-and-jump combat trick and attack as ordinary vanillas as well.
Viridian Longbow - The Key card. This + deathtouch (+ Quirion Ranger) = win vs creature decks, it serves as permanent source of direct damage, thus it can finish opponent if creatures aren't allowed to attack anymore.
Gorgon Flail - Scares opponent's creatures and, unlike Collar, boosts a little, thus it adds clock a bit and protects via increased toughness. Synergy with Licid and Longbow is obvious.
Thorn of Amethyst - Yes, maindeck in full 4 copies. 90% of Legacy field hate it. Hoses Storm (and makes finding and playing answers harder), slows down Burn, hurts Control.
Darksteel Pendant - Believe or not, if you don't wanna afford/use fetchlands with SDT/Sylvan Library, this is perhaps the most efficient card filter available out of blue. It is indestructible on top of it.
Sideboard options:
Wheel of Sun and Moon - Heap Doll alone isn't always enough, plus you may enchant youself and protect against milling this way as well (Brain Freeze, PainterStone).
Bottle Gnomes - Additional blocker of pro-green dudes and buyer of time in damage race.
Deadwood Treefolk - Stupid card, but in certain situations creates card advantage and blocks.
Thicket Basilisk - Not-so-efficient, but the only answer (with Licid) to resolved Progenitus.
Leonin Bola - Answer to indestructible dudes.
Non-budget options:
Fetchlands + Sylvan Library instead of Pendant
Vexing Shusher instead of Bear
Chameleon Colossus instead of Spider
equipments like Swords, Jitte ...
Pithing Needle in SB
Chalice
etc ...,
but it would be just another deck, missing the whole point of budget deckbuilding.
