Flusterstorm and Storm

if i cast flusterstorm after he tendrils. would my flusterstorms counter all of his storm counts?

Flusterstorm's Storm copies will need to target each Tendrils' Storm copies - provided that your opponent has no mana to pay for Flusterstorm then Tendrils of Agony will be successfully countered.

Each copy will resolve individually however.

Since you play flusterstorm after tendrils, you'll have one extra storm copy of flusterstorm than he has of tendrils. If you put one flusterstorm targetting each one of his tendrils, you'll have one left over, so you get to attempt to counter one spell twice.
