The concept here is pretty straightforward: rip through draw 7's and then hit Cerebral Vortex for the finish. I'm left wondering whether it's got any real potential.

Maybe add Dream Salvage to draw your deck and/or to make sure you have enough mana to cast Reforge the Soul without miracle and continue doing that until enough for the vortex.

Cerebral Vortex is a mediocre win condition. If you can draw 21 cards, you should just be winning with Burning Wish. Also, theres no way for you to really take advantage of Cerebral Vortex other than as the win condition so it serves no other purpose and its only 1 mana cheaper than Tendrils. Also.. Force is a terrible protection spell. You can't afford the card disadvantage. Try Pact of Negation. After all, you can flashback it with PiF to protect the second D7 attempt.
