I've always like the card Lightning Rift ever since it say play back when it was in standard. Since it runs on the cycling engine, I figured that good Threshold cards like Nimble Mongoose, Werebear, and Fledgling Dragon would be very synergistic with the strategy. Here's what I came up with:

4x Chartooth Cougar
2x Fledgling Dragon
2x Krosan Tusker
4x Mayor of Avabruck
4x Nimble Mongoose
4x Werebear

4x Lightning Rift

4x Spark Spray

4x Edge of Autumn
4x Faithless Looting

4x Tranquil Thicket
4x Forgotten Cave
4x Taiga
2x Barbarian Ring
5x Mountain
5x Forest

I know that the list is quite rough, with cards like Krosan Tusker and Edge of Autumn probably not being good enough for Legacy. Also, the non-inclusion of either Scavenging Ooze of Tarmogoyf and fetchlands is something I did completely by mistake. Something I like about this list is the nice synergy between the Mayor and Lightning Rift, allowing you to keep the Mayor flipped while still sort of casting spells. Another thing that I like is how the cycling engine just churns out threats as every non-useful cycling card in the mid to late game just get swapped for something new, allowing you to keep the pressure on. Spark Spray also impressed me with its ability to pick off cards like Delver of Secrets[cards], [cards]Mother of Runes, or Noble Hierarch early in the game and its ability to cycle late in the game, always making it useful.

Overall the deck can battle aggressive creature-based decks like Maverick and Canadian Thresh pretty effectively, like Lightning Rift decks have always been able to do.

I like the idea but I would get rid of the Threshold creature package, or at least shorten it and add Living End + better cycling creatures. I have played against a friend that runs cascade cards into it and is pretty powerful. So you could still have your Rift do the damage it needs to and have Living End / Death add insult to injury... or just have your opponent scoop.
