Ok I got a dumb question for you guys. Can I cast a culling the weak or a diabolic intent and choose not to sac a creature?

In a short answer, no.

Additional costs are just like mana costs - you have to pay them in order to cast the spell.

Thanks for the quick response, for some reason I was thinking that I could cast it and choose not to sac a creature to let the spell fizzle and do nothing. Damn its been to long since Ive played Im forgetting the rules. Thanks again
