I will make a few lists based on different things.
List # 1: Based on what is the most played works from one argument.
List # 2: I will list cards simply by their $ value, whatever is the most expensive top 9 cards in legacy will get the slot, the only requirement is that those cards actually see play in legacy on some level, so some more expensive cards might be left out if they don't see play in legacy at all. Also I will go with cheapest versions available, meaning things like Dual lands will be Revised, not beta.
List # 3: Based on power level, a list could look a little different than the other 2
For what is played the most, I can go with this:
White: Swords to Plowshares
Blue: Brainstorm / Force of will
Black: Thoughtseize
Red: Lightning bolt
Green: Tarmogoyf
Land: Fetch lands (Ex: Polluted Delta) / Dual Lands (Ex: Underground sea) / Wasteland
Artifact: Lion's Eye Diamond

any black deck must have thoughtseize. I would play thoughtseize over bob if i JUST had to choose. but of course, I'd play both.

I'd go with Thoughtseize seeing more play than Dark Confidant.

Your most expensive list is also incorrect since the italian versions of the legend cards are much cheaper

Power nine aren't called that because of cost or prevalence in the format. It's because they are(where) the strongest cards available.
The closest things in Legacy to being worthy of a title like that are probably something along the lines of...
Lion's Eye Diamond
Brainstorm
Dark Confidant
Force of Will
Jace, the Mindsculptor
Swords to Plowshares
Lightning Bolt
Green Sun's Zenith
Something like that. Color shouldn't matter. The power 9 is just blue after all. Naturally, the strongest cards will be blue and black. I guess people don't like that, but it's a fact.

There are some more goyfs in random decks, but since RUG is played that heavily Goyf is currently the most played green card.
I also agree, Power 9 in Legacy with the same meaning like in vintage should be other cards.

Brainstorm, Force of Will, Wasteland, Lion's Eye Diamond, Show and Tell, Jace the Mind Sculptor, Delver of Secrets, Green Sun's Zenith, Swords to Plowshares.
Each one has a power level that's evidently impressive, so that it either breaks the format or keeps it glued. Everything else is aeons behind those, with Snapcaster being almost there (but still quite far).
Also, note that 7 on 9 are blue or colorless: I must be right! :laugh:

What about Aether Vial? The card practically define(s) multiple archetypes. Although it doesn't see a whole lot of play right now like its counterparts (much like Timetwister in Vintage), it's still arguably one of the most powerful accelerators the format has ever seen.
In any deck that runs it the card is incredibly powerful and basically changes the dynamic of the entire game - starting on the first turn. Just for shits and giggles: If it weren't for Aether Vial, the Goblins player would not have been able to win the Legacy Open at the Invitational under the most tense of circumstances. Ringleader gave him the out, but Vial enabled the win - like it always can/does.

I'm gonna have to go with some of the above posts just based on what gets played. I mean, isn't that what proves that it's worthy of that "Power 9" ranking? So if we look at what actually gets played by the vast majority of decks then you have to go with :
Force of Will
Brainstorm
Wasteland
Beyond that, I don't think the rest measure up to that level. Even Jace isn't as highly played as those. If Jace was at the same level then every blue deck would run him, and they don't. But you'll be hard pressed to find a blue deck that doesn't run FoW and Brainstorm. Other decks even splash blue for those cards so in my opinion they are head and shoulders above the rest. Wastelend doesn't need a splash color and it is everywhere as well. So I only list those 3 as being at that "Power 9" level, everything else is maybe a touch under that.
Again, just my opinion. But you have to look at what exactly "Power 9" means. And to me, it means cards that just simply define the format. Let's face it, in Legacy you're either playing those 3, specifically finding a way to beat those 3 or you're losing to those 3. THAT defines a format!

I agree with you with Brainstorm and FoW. I know that Wasteland is much played, but it's a land and it's hard to compare a land with spells. Otherwise the top list would have many dual lands in it.

If power 9 "defined the format" the power 9 in vintage would be Moxes, Lotus, Workshop, Bazaar, Recall.

The power 9 for Legacy would really be the fetches and duals plus artifact mana. It just doesn't add up to 9.
..but as an exercise I thought I would list the 9 most powerful cards by effect vs. answers in Legacy

In no particular order. These cards set the bar / define archetypes. Ban any one of them and the format will shift. Some are currently positioned better right now than others.

I know its seen minimal play recently, but Intution (http://deckbox.org/mtg/Intuition) is immensely powerful.
