Well, I quickly threw this list together after Tax got unbanned.
The synergies are there but its pretty rough atm.

4 City of Traitors
4 Crystal Vein
12 Plains

4 Land Tax
4 Scroll Rack
4 Mox Diamond
4 Empyrial Plate
1 Sword of Fire and Ice
1 Sword of Light and Shadow

4 Stoneforge Mystic
4 Glowrider
4 Thalia
4 Aven Mindcensor
10 ???

SB:
4 Thorn of Amethyst
11 ???

As of now untested (gotta be at work), but should do just fine.
Slots should probably be filled with creatures from AngelStompy.

The idea is to force them to play land due to tax effects, and then gain huge card advantage through Land tax.

You need Enlightened Tutor. Your strategy revolves around finding and resolving an artifact and an enchantment. Having another four virtual copies of each is too good to pass up.

You definitely need Wasteland, since it helps both Thalia and Glowrider and can lure-activate Land Tax if you want to get Scroll Rack or Plate going.

Phyrexian Revoker and Mother of Runes seem good here. You also need StP and Jitte.

1. I also think Karakas is an option too protect Thalia to have an eternalblocker and it is nice against Sneak Show.

2. Maybe Ancient Tomb > Crystal Vein.

3. Batterskull would be an option for the Stoneforge-package.

@ SilentRequim
I really dont think Tutor is necessary, as Land tax is not THAT vital to have, neither is Scroll Rack (though that might be different after testing)

@ TheInfamousBearAssassin
Adding a playset wastes instead of plains probably would be a little suboptimal.
Id say considering 4 Wastes as half spell/half land would be the way to go, aka upping the land count.
While StP is a staple, i think the deck should be rather Stompy-ish than DnT-ish.
I'd like to find a (non-Mangara) way to play (if necessary only temporarily) creature-based removal.

Current List (still can only test it in ~7h hours)

4 City of Traitors
4 Crystal Vein
4 Wasteland
10 Plains

4 Land Tax
4 Scroll Rack
4 Mox Diamond
4 Empyrial Plate
1 Batterskull
1 Sword of Fire and Ice
1 Sword of Light and Shadow
1 Umezawa's Jitte

4 Stoneforge Mystic
4 Glowrider
4 Thalia
4 Aven Mindcensor
4 Mother of Runes
4 Phyrexian Revoker

SB:
4 Thorn of Amethyst

Crystal Vein is here because it can be sacrificed if need be to force the Land Tax Activations.

Using your list as a Shell
Land:20

4 Crystal Vein
4 City of Traitors
10 Plains
2 Flex land; Karakas, Wasteland, Ancient Tomb, ETC, ETC.

Non-Creature Spells:22
4 Land Tax
3 Scroll Rack
3 Mox Diamond
2 Empyrial Plate
1 Sword of X & Y
1 Sword of A & B
3 Enlightened Tutor
4 Path to Exile
1 Umezawa's Jitte

Creatures:19
3 Stoneforge Mystic
4 Glowrider
3 Thalia, Guardian of Thraben
3 Phyrexian Revoker
2 Aven Mindcensor
4 Mother of Runes

List is 61 Cards, Unsure what I would actually Cut to make it 60. Used Path to Exile over Swords to plowshares simply to try to make use of Land Tax. Some of the previous 4 of were trimmed due to the addition of Enlightened Tutor giving us, well, a tutor. Only 3 Thalia due to her being legendary, only 3 Stoneforge due to adding Enlightened tutor.

Thoughts on this?

I think focusing too much on Land tax might be a mistake, especially in a deck that does not really NEED it that much.
I'd say playing 4 Tax + digging with scroll rack might be enough to gain early access to a LT.
After all, Thalia and Glowrider prevent you from emptying your hand fast, which is actually good considering Empyrial Plate.
Id be interested to hear opinions on the new white walker.
In theory very decent, especially with Plate and a reasonably sized-hand.

@ SB:
Currently something like

4 Thorn of Amethyst
4 Tormod's Crpyt/Relic of Progenitus
3 City of Solitude-like hatebear
4 Disenchant

seems solid

So, after some testing, here are my preliminary results:
1.) Mox Diamond usually sucks nad doesnt help much unless you are already winning

2.) Thalia and Glowrider aren't THAT awesome, they slow you often as much down as the opponent

3.) SoFaI and SoLaS are usually neither needed nor particularly strong

4.) Scroll Rack is awesome, it basically allows a mulligan every turn, and even without Land Tax helps digging.

As my matches were against rather creature heavy decks (goblins, elves, maverick etc) neither Thalia nor Glowrider made much difference. Would I have had a need to play them, usually I couldn't, due to mana shortage.

Another problem was that most opponents either stopped playing lands at all and just countered Thalia/Glowrided and therefor never needed to play another land and basically just beat you to death with Delver/exalted Goyf.

So some changes had to be made to get the deck going, and after those changes the deck did not that bad.

4 City of traitors
4 Crystal Vein
10 Plains

4 Aether Vial

1 Batterskull
4 Empyrial Plate
1 Umezawa's Jitte

4 Scroll Rack
4 Trinisphere
4 Land Tax

4 Knight of the Holy Nimbus
4 Mother of Runes
4 Phyrexian Revoker
4 Stoneforge Mystic
4 Vault Skirge

SB:
4 Grafdigger's Cage
4 Aven Mindcensor
4 Glowrider
3 Thalia, Guardian of Thraben

Aether Vial
Due to cutting of Mox and 3 mana creatures Vial seems like a perfect fit, and it really is.

Knight of the Holy Nimbus
Basically a reason for the opponent to play lands, otherwise gets annoying quite fast.

Mother of Runes
Helps to keep equipped creatures alive

Phyrexian Revoker
Shuts down opposing vials, lavamancer, Jace and Top.

Stoneforge Mystic
Fetches Plates and Batterskull

Vault Skirge
Due to my experience playing it in affinity, I know what happens if it attacks with equip.
Highly annoying for the opponent, obviously loves Plates, comes down turn one and helps racing.

If KotHN turns out to be as bad as it looks at first glance, it probably gets replaced by Serra Avenger.

This is the list i'm playing casually right now:

4 Mox diamond
11 plains
3 Undiscovered paradise
4 Wasteland
4 Karakas

4 Land Tax
1 Batterskull
4 Path to exile
2 Empyrial Plate
1 Umezawa's Jitte

4 Student of Warfare
4 Thalia, Guardian of Thraben
2 Jotun Grunt
2 Angel of Jubilation
3 Stoneforge Mystic
4 Phyrexian revoker
4 Steppe Lynx

Some cards explanation:

Angel of Jubilation: Crusade + anti Griselbrand tech. You still have to remove the 7/7, but at least you avoid the draw 7 that usually end the game. Other cards this casually hose: street wraith, gitaxian probe, flashback cabal therapy, fetchlands, qasali pridemage. Some more scarcely played cards this hose: Culling the weak, diabolic intent, recurring nightmare, phyrexian tower.
Steppe Lynx: 2/3 for 1, but with no fetches, figure is probably better
Karakas: no brainer, bounce emmy, bounce Thalia, bounce grizzy (+ jubilation angel and revoker to stop the Draw7), produce W
Stoneforge package: just a couple of months ago, this was the reason to go white. While it isn't as relevant as before (no one play Proggy anymore, other things etc...) card is still good and randomly hose fair decks with a T2 batterskull off mox.
Student of Warfare: best W 1-drop right now imho. Being a 3/3 first strike is so good with all the mongoose and delvers around.
Revoker: utility is at an all time high. Hose Sneak and Griselbrand, while being randomly good against Top, Lavamancer, opposing Jitte/Stoneforges, elves (name the 3tap: GGG for the win), pernicious etc...
Grunt: 2 of them is never bad in a white list imho. Keep those Goose and Goyfs low. Decent against reanimator and Dredge. Only 2 ensure u never see two of them early on.
Path to exile: RUG play no basic+sinergy with Tax. Dunno if it's worth it but for now it has been nice to me.

Thalia/Waste and Tax antisinergy? Not the case imho. The point is that 1 activation from tax is more than enough. T1 mox + Tax or T1 Paradise + Tax (i should totally name this deck fiscal paradise) ensure land drops for all game, then use Thalia and Wastes to keep your opponent low on mana/answers.

For now i've played only some games against a RUG Delver list, i have no time for extensive testing, but i'm liking how the deck play. Multiple good T1 openings into T2 plays make me feel the deck smooth while playing and all the little sinergies are really making it for me.

Isnt playing Undiscovered Paradise a little harsh on your own ressource development too, especially with Student of Warfare.
I find myself regularly in situations where the opponent just stops playing lands, while you really want to have some kind of ressource development.
If you get Tax, rack -> hand full of lands and Moxes, you have no problem at all.
But as soon you are either lacking one of those, your either have to decide to play a land and lose the tax trigger, or to not play one and sit on a handfull of critters you cant play.
But it seems your list also has severe problems against creature-heavy decks (in testing I ran mostly into tribal of any kind).
Against such kind of decks you REALLY want lots of Mother of Runes and Empyrial Plate.
So, I'd replace Lynx with MoR.

I'm also thinking a MUD-like version with Lodestone Golem might be solid.

Currently Im testing this list:

13 Plains
4 Reliquary Tower
4 Undiscovered Paradise

4 Mox Diamond
3 Mox Opal
4 Empyrial Plate
4 Scroll Rack
4 Land Tax

4 Mother of Runes
4 Phyrexian Revoker
4 Squadron hawk
4 Stoneforge Mystic
4 Vault Skirge

SB:
1 Batterskull
1 Sword of Fire and Ice
1 Umezawa's Jitte
4 Grafdigger's Cage
4 Aven Mindcensor
4 Thalia, Guardian of Thraben

This list is from the lists I tested up to now the most impressive.

I'm surprised there's no mention of Ghostly Prison. It forces opponents to play more land to get an attack phase, While Thalia and Co. keep combo strategies in check.

Once you get a Batterskull or Plate down, you only ever care about swinging with one dude anyways. So why not?

To be honest, the list has serious issues getting to more than 2 mana, making Ghostly Prison a pretty hard to cast card (unless you get a incredible awesome hand).
Though it might solve the creature-matchup issue. I really dont want to play less creatures main, so SB it is.
Unless its swarm aggro, usually you should be able to race your opponent anyway (considering the absurd hand sizes you reach with Land Tax and Squadron Hawk)
