Hypothetically if I were to do something like Flickerwisp a Gilded Drake, what happens? Does it come into play under my control since it's sort of my card or do they keep it because it changed ownership?

Cards moving zones return to their owner's control. In this case, Gilded Drake would return into play under its owner's control and trigger again for another exchange.

Koby is right, though the new Cloudshift card is a bit awkward under his explanation.

Gilded Drake's oracle reads:

Flying

When Gilded Drake enters the battlefield, exchange control of Gilded Drake and up to one target creature an opponent controls. If you don't make an exchange, sacrifice Gilded Drake. This ability can't be countered except by spells and abilities. (This effect lasts indefinitely.)

So you're still the owner of Gilded Drake, you've just given up control of him.

Flickerwisp's Oracle text reads:

Flying

When Flickerwisp enters the battlefield, exile another target permanent. Return that card to the battlefield under its owner's control at the beginning of the next end step.

So you get back Gilded Drake, and his ETB ability triggers again.
