Yes. Peacekeeper only prevents attackers from being declared. It has no effect if brought into the battlefield after a creature is already attacking.

It shouldn't affect the attack already in progress. Seems like a pretty nice way to turn Sun Titans ability into a free fog every turn by sacking the keeper to his maintenance cost.
