I'm pimping out vintage dredge and it occurred to me that if my only non-foil cards are Bazaar of Baghdad that might be a problem at a Gencon level tournament. Would that be the case? Would it still be the case if I added 4 undiscovered Paradise?

The rules only cover "Marked Cards". IF your Bazaar of Baghdad are noticably different than the rest of the deck, yes it IS an issue. Try double sleeving them, I see a lot of guys do that just because. That should solve the thickness issue and help with keeping them flatter since foils tend to bend a bit.

I don't know where you live in canada, but if humidity is a problem, make sure you keep your deck in a cool, dry place. Preferably in a deckbox with a tight fit, so your cards don't have space to curl up.
There's no explicit rule on foils vs. nonfoils. The rules only say you can't have cards that are visibly marked.

I know what your saying but this thread has me worrying, http://www.mtgthesource.com/forums/showthread.php?23883-4-60-cards-foil-at-GP.

But as stated in post #6 of that thread -
However, 4 foil Emrakul is not a problem as long as those foils are not marked / distinguishable from the rest of the deck. Promo foils are particularly prone to warping, so you would have to be especially cautious if they're promo.
Therefor, it's less about the foil and more about the "marked" aspect. If they are not distinguishable from the non-foil cards then it isn't a problem. If they are bent enough to be distinguishable, then yes it's a problem.
Yep, TerribleTim86 pretty much quoted what I'd say. You have a responsibility to have an unmarked deck, but foils are not necessarily marked mixed with nonfoils - just more likely than all foil or nonfoil.
Double sleeving can help keep things consistent.
One test you can try is cutting it and seeing if the Bazaars come up unusually often - I think you can see why we want to avoid that.
