Is there a penalty for intentionally causing an infinite loop? Like if Wheel of Sun and Moon was in play and then Helm of Obedience was activated on that player. Wouldn't that cause an infinite loop that would cause a game to draw?
No, there is no "penalty".
104.4b. If a game somehow enters a "loop" of mandatory actions, repeating a sequence of events with no way to stop, the game is a draw. Loops that contain an optional action don't result in a draw.

It would be ridiculous to penalize someone for trying to force a draw when Divine Intervention is legal in this format.
I do think it's kind of weird that both Intervention and forcing loops is legal. All it takes is one dude who builds a deck that is capable of consistently drawing games when it wants to, then get into a top 8 with it. What do you do now? The guy has built his deck to win the first game, and then draw all other games before time is up (no slowplay whatsoever). Then they would get three points. But when you're in the quarterfinals, you need two wins to advance. This would make for some awkward situations and it just takes a couple of those before they would have to revise the rules on this
All it takes, really, is one guy who can build a deck like this, and has the skills to get into top 8s with it consistently.

I can't think of a loop that is easily pulled off. Triple O-ring seems like the most likely but that requires a lot of setup to make sure the only 3 things on the board are 3 O-rings.
