This came about while some friends were playing EDH.
A and B are on a team together, we'll call this team 1
Y and Z are on a team together, we'll call this team 2
Y has a Yosei in play and Z clones Yosei.
Yosei and the clone dies.
Y chooses player A to not untap and Z chooses player B to not untap.
Team 2 says they don't untap for two turns, while team 1 says it's only one turn where they don't untap.
We talked to a local judge and he says it's two turns because if one player loses the "untap step" the player on his team also loses the step. Then he rambles on how magic isn't meant to be played in 2HG.
Anyways, my question is, how many turns does team 1 miss their untap step? 1 or 2

The judge is right.
805.8. If an effect gives a player an extra turn or adds a phase or step to that player's turn, that player's team takes the extra turn, phase, or step. If an effect causes a player to skip a step, phase, or turn, that player's team does so. If a single effect causes more than one player on the same team to add or skip the same step, phase, or turn, that team adds or skips only that step, phase, or turn. If an effect causes a player to control another player, the controller of that effect controls the affected player's team.
In this case there are two separate Yosei triggers, so two untap steps have to be skipped.

That's what I thought. Same thing would happen if they targeted the same player, correct?

Yep. Whenever you skip a phase it's like it never happened. So, if you need to satisfy the requirement that "your next untap step is skipped" twice, in order to satisfy the requirement once you give up your untap step like it never happened. As such, you can't fulfill the conditions for the second requirement at that same time, because that first untap step wasn't yours to give up again if it was already skipped. As such, you'll have to wait until another untap step that you would actually have in order to fulfill the second requirement.
