The Tabernacle at Pendrell Vale has a static ability giving all creatures an ability that triggers on their upkeep. Therefore, the controller of a creature is also the controller of its upkeep trigger.

What does this mean in terms of missed triggers and penalties?

If I have a Tabernacle and my opponent has creatures, my understanding is that I'm not required to point out their upkeep triggers ("players are not required to point out missed triggers that they do not control") and as soon as my opponent draws they have missed the trigger ("A trigger is considered missed once the controller of the trigger has taken an action after the point at which a trigger should have resolved"). If I call a Judge, I believe that my opponent gets a warning since their trigger is "detrimental" for them ("the controller of the missed trigger only receives a Warning if the triggered ability is generally considered detrimental for the controlling player") and that their creatures are all sacrificed [correction: destroyed] ("If the trigger specifies a default action associated with a choice made by the controller of the trigger...resolve the default action immediately without using the stack").

Is that correct?

This doesn't really answer your question, but The Tabernacle at Pendrell Vale actually causes the creatures to be destroyed, not sacrificed.

I just checked, you're right. Did this change recently? At deckbox.org it still says "sacrifice," and I recall reading that wording on gatherer at some point.

Edit: also, interestingly, Magus of the Tabernacle has the "sacrifice" wording.

The oracle wording was changed in 2009 to match the printed wording. Magus says "sacrifice" because that's what it was printed with.
