While this is by no means a power card, it is reminiscent of skull clamp. Has it ever been used effectively?

No, because it's a bad card.
If you want to draw 2 cards for 1 green mana, Glimpse of Nature is better. I don't know why it doesn't see play outside combo elves.

There is no guarantee that the creature being enchanted will be killed, and more importantly its green.

Skullclamp did this whole 'lil +1/-1 thing.

There are three huge differences between this and Skullclamp that make it a LOT worse.
First, it is missing the +1/-1, so you can't murder your own little guys to draw a card.
Second, Skullclamp is colourless, so anyone can use it.
Third, and most importantly, Skullclamp can be reused - A single skullclamp can draw you 6+ cards over the course of a game if it's not dealt with quickly.

And one more more minor difference - Skullclamp gives +1 to power, which is not really a huge difference, but certainly not irrelevant.

Bequeathal is terrible.

Also note that Skullclamp generates card advantage while this trades two (creature + enchantment) for two. If they remove in response or STP it, you're boned and get card disadvantage.

Infectious Rage and Screams from Within also like Skullclamp since it gives -1 toughness and has a 'on dies' trigger and can generate card advantage, but if you want to use that kind of trigger with an aura, Pattern of Rebirth is a better choice.

Also note that your opponent can kill your creature in response to your Bequeathal, which means it will be countered on resolution and net you nothing.
