what does it mean exactly?

I know that Intuition was on the reserved list but it got a foil judge version released of it. Was it prior to 2011?

Does this mean that ongoing they will never under any circumstances print any versions of the card thats on the reserve list?

They used to be able to print foils of cards on the reserved list, now they cannot. "Premium" means "foil."
