So this question is, if my opponent played a stolen identity and I played fork copying it. do I get the cipher? If the wording of fork was the same as what is on the card I would assume yes but since the oracle txts reads the same as twincast now, it is only a copy of the spell. I feel that it does not work because since a physical card is not actually exiled, there is nothing on the creature to look to to be encoded with. Thanx in advance.

Let's look at the Oracle for Cipher:
Then you may exile this spell card encoded on a creature you control. Whenever that creature deals combat damage to a player, its controller may cast a copy of the encoded card without paying its mana cost.
It specifically states "spell card." Since copies (and tokens) are not cards, they will not work with any effect that specifically mentions cards.
