I have Blood Moon on the field:
1) If a Cloudpost enters the field, does it come in tapped?
2) If a Lotus Vale enters the field, does its controller still need to sacrifice two untapped lands?

Yes to both.
Neither ability is an actual ETB triggered ability. They are both abilities that affect how the land enters the battlefield (like As it comes into play abilities) and are checked before the land enters play and is turned into a mountain. Judges please correct me if I'm wrong on this.
If they were regular triggered abilities like say Sejiri Steppe, then the triggered abilities wouldn't trigger under Blood Moon since it's a mountain as soon as it's on the battlefield and no longer has the triggered ability.

Both cards you mention have no ETB abilitites but "As comes into play" abilitites. These are different as they don't use the stack and trigger and resolve right BEFORE said cards actually enter the battlefield.

"As comes into play" has been "as ETB" for a long while. (nameless one) was correct but imprecise - it's import to distinguish between when-ETB (triggers) and as-ETB (replacement effects).
614.12. Some replacement effects modify how a permanent enters the battlefield. (See rules 614.1c-d.) Such effects may come from the permanent itself if they affect only that permanent (as opposed to a general subset of permanents that includes it). They may also come from other sources. To determine which replacement effects apply and how they apply, check the characteristics of the permanent as it would exist on the battlefield, taking into account replacement effects that have already modified how it enters the battlefield (see rule 616.1), continuous effects generated by the resolution of spells or abilities that changed the permanent's characteristics on the stack (see rule 400.7a), and continuous effects from the permanent's own static abilities, but ignoring continuous effects from any other source that would affect it.
The above specifies what effects you take into account when deciding what as-ETB effects apply to a permanent entering. Blood Moon is not a spell or ability that changed it on the stack and not from the card itself, so it will not be taken into account and not prevent the card's own as-ETB effects from applying.
