If I'm playing belcher with lich's mirror in play can I concede to get a draw seven?

Is lose the game the same as a concession?

That's a pretty interesting question.

To clarify - there is no faster game action than Concession. It represent a complete game forfeit and would not interact with Lich's Mirror, or other "game loss prevention" effects.
