If I cast sleeper agent and my opponent has a true believer , how does that work?

When the sleeper agent enters the battlefield, the first ability will trigger. Since there aren't any legal targets, the trigger won't do anything, and you will maintain control of the sleeper agent.

I had thought it might be a layers thing like humility. Thanks for clearing that up.

You only have to worry about layers when you have multiple continuous abilities being applied at the same time. True believer has a continuous ability, but sleeper agent just has triggered abilities.
