Hi! Names Johnny and I started playing magic in draft tournaments and play standard at the moment. My best friend plays it all and wants me to get into legacy. We talked about what kinda of deck I would play and I saw some cards that gave me an idea of what I want to play. I want to play a monoblue mana drain deck. Example. I want to control the field by tapping the opponents mana at the end of their turn and during their turn or my turn. I was thinking of putting Rishadan cards in for force tapping unless they sack a permanent. Like Rishadan footpad. Here are some cards I have that I am not sure of using:

SPIRE OWL
TWIDDLE
PHANTASMAL TERRAIN
EROSION
AVEN FOGBRINGER
GULF SQUID
UNSUMMON
PSYCHIC VENOM

Unfortunately, a lot of these cards are not powerful enough to interact in the Legacy metagame. It might be fun for casual games amongst friends, but these cards aren't strong enough to compete. Draining your opponents mana is generally not relevant as many powerful Legacy cards cost 1-2 mana, so by the time you can setup your "engine," your opponent will have a strong threat on the field.
You might want to look at building a of U/W Isochron Scepter control deck. You can run lock cards like Silence (imprint it on Isochron Scepter, and activate it during your opponent's upkeep to keep them from casting spells) or Orim's Chant (which is a strict upgrade in this style of deck, but a more expensive card to buy). You can run bounce spells like Boomerrang to bounce permanents and counter them when your opponents try to recast them (Counterspell is pretty good on a Scepter too).
If you are interested in a deck like this, here is a good starting shell:
Artifacts:
4 Isochron Scepter
Sorceries:
4 Ponder (to help find your Scepters)
3 Supreme Verdict (Wrath Effects are great to deal with swarming creatures)
Instants:
4 Swords to Plowshares (Great low-costing removal spell. The life-gain is irrelevant)
4 Silence (to put on Scepter)
0-2 Orim's Chant (you probably want 6 "Silences" in total)
4 Counterspell
Planeswalkers:
2 Your choice of Elspeth (any of the 3)
2-4 Your choice of Jace (Memory Adept would be nice here I think. Mill them out)
Anyways, that's just a suggestion for a deck you might like. It's not a strong strategy for a Legacy tournament, but you should get enjoyment out of that in a more casual environment.
Legacy is a very complex and difficult format to play, and generally, it's difficult to run a rogue strategy. Best of luck regardless of what you do.

if you want to use cards like rishadan footpad there is also rishadan cutpurse and rishadan footpad you can just accelerate into them with lands like ancient tomb . Additionally you can play price of glory to force them to sac a permanent or a land when you play footpad (they either pay for footpad and loose lands, or sac a permanent to footpad). If you use some sort of repetitive bounce spells you can turn it into an engine with something like umbilicus or blood clock . Other considerations include Michiko Konda, Truth Seeker and world queller

I played against a Faerie Stompy style deck with those Rishadan men. Those guys are terrifying if you arent expecting them.

Their effects can be better magnified by phantasmal image / metamorph . Throw in lodestone golem and thalia

You could play a bounce-heavy deck that aims to keep your opponent on one land forever. They're fragile, and tricky, but fun. Boomerang effects, Fogbringer, the Rishadan "tax" guys, etc. Just bounce a land a turn unto eternity and eventually you'll be so far ahead in crappy little guys that you'll have too much board position for them to keep up. The strategy makes Daze pretty excellent too. I tried a crummy version of this in Modern, it was like:
4x Snapcaster Mage
4x Riftwing Cloudskate
4x Boomerang
4x Eye to Nowhere
4x Wipe Away
4x Cryptic Command
4x Deny Reality
etc. You can certainly make the deck *better* with a Legacy cardpool, but I'm not sure it would get better *enough* to keep up with other Legacy decks. Would certainly be hilarious, though.

4x Ghostly Prison
4x Magus of The Tabernacle

3x Lodestone Golem
3x Sphere of Resistance
3x Phyrexian Revoker (shuts off vial...so basically mana denial)
4x Armageddon
4x Crucible of Worlds
And glowrider...trinisphere...ravages of war...tabernacle...rishadan port...ghost quarter...and many others...
