What exactly is this deck? People have been talking about it and how it has great matchup against anything not Burning Long and Lab Man Doomsday.
Its apparently not White Trash so I am not sure what it.
Also, apparently it can be built without Power.

It took 6th place at the GenCon Vintage event this year. In a nutshell, it is a Hatebears strategy that has a high enough concentration of Humans that it can abuse Cavern of Souls. I think that list in particular can probably be tuned a bit, but the core is there.

The Saturday event. Which was the smaller of the two. However, he did get off to a great start on Friday as well in the larger tourney. This list is not optimal for many obvious reasons no blue power despite blue sources in CoB and DRS and Hierarch (these were budget reasons). No Lotus, etc.. There was a podcast on eternal central where he explained all his budget choices and how he borrowed what power made it in here:

Really Human Aggro means the core best humans
4 x thalia
4 x bob
3-4 x hierarch
3-4 x mayor
4 x caverns
TC DECKS SEARCH RESULTS (http://tcdecks.net/busqueda.php?token=Decks&tname=&nlow=0&nhigh=0&dlow=0&mlow=0&ylow=0&dhigh=0&mhigh=0&yhigh=0&player=&dname=&format=Vintage&aname=&main=cavern+of+souls%3B+Mayor+of+Avabruck%3B+thalia&nomain=&side=&noside=&strict=on)
then a mixed bag depending on whether you are looking for more mana denial (kotr), or possibly looking to combo (witch -> lab). It's also tough to leave out DRS at this point despite him not being a human, though eschewing him allows for rest in peace which is obviously insane in vintage.

Are you speaking of Divining Witch? Because that is pretty sweet.
Divining Witch also happens to be a tutor!
Also, do you just rely on DRShaman as Dredge hate. I can't figure out how this deck is supposed to have a positive matchup against it.

By you if you mean me personally thinking that list has enough dredge hate to beat a medium speed dredge hand I'd say probably not. The deck mini lists can attack dredge with wasteland effects and DRS. That might be enough, combined with some smart abrupt decaying of your own men to steal a game.
In general any small man based strategy in Vintage IMHO has to take a long look at the following non-man cards. Cage, Rest in Peact, Stony Silence / Null Rod, Mental Misstep. That list has none of those, it also doesn't run Vampiric which is a savage sin. I think that list, again, the interview confirms was thrown together. If I wanted to run a man based vintage deck with a density of humans to take advantage of cavern I'd run bant with a black splash, I'd probably make a gambit and run either cage or stony -- maybe not both. Those cards can often X for 1 your opponent and while they dig for answers you've put them on a reasonable clock. I think bant with black also lets you name Wizard a reasonable amount.
I think honestly, just dark hatebears is better, stony bant is better but it's an interesting deck concept. Maybe something like
4 Dark Confidant
3 Noble Hierarch
4 Thalia, Guardian of Thraben
2 Stony Silence
1 Fiend Hunter
3 Mayor of Avabruck
4 Wasteland
1 Strip Mine
1 Mox Jet
1 Mox Emerald
1 Mox Pearl
1 Black Lotus
3 Abrupt Decay
4 Cavern of Souls
2 Bayou
2 Scrubland
1 Savannah
4 Verdant Catacombs
1 Grafdigger's Cage
1 Vampiric Tutor
2 Qasali Pridemage
1 Orzhov Pontiff
2 City of Brass
1 Time Walk
1 Ancestral Recall
3 Mental Misstep
3 Deathrite Shaman
1 Notion Thief
SB: 2 Scavenger Folk
SB: 3 Meddling Mage
SB: 2 Nature's Claim
SB: 3 Ethersworn Canonist
SB: 1 Forest
SB: 4 Rest in Peace
... and 2 more 'beaters' that aren't terribly dependant on the graveyard like Huntmaster, Blade Splicer, Exava ... Or something like Mikeus to just power up and swarm. Most of them will be bad Tarmogoyfs. Or course you could just run a couple of Goyfs also. Again the more you dilute the base of humans the less useful Cavern and Mayor become.
Edit: Yeah there's an all human combo deck with Witch and Lab Man, Grand Abortionist, etc.
