I've been playing around with delver for a bit and it's very good without power, similar to Joel Lim's merfolk. here's a list.

4 Young Pyromancer
3 Vendilion Clique
2 Snapcaster Mage
4 Delver of Secrets
1 Grim Lavamancer
1 Brainstorm
1 Ponder
4 Gush
4 Preordain
1 Merchant Scroll
1 Mystical Tutor
4 Force of Will
2 Flusterstorm
4 Mental Misstep
1 Misdirection
1 Steel Sabotage
4 Lightning Bolt
1 Fire // Ice
1 Cavern of Souls
4 Scalding Tarn
4 Misty Rainforest
5 Island
1 Mountain
2 Volcanic Island

All the creatures are wizards so cavern makes them uncounterable. You have a really good draw engine with Gush, Preordain and Snapcaster. The Fluterstorms help your cards resolve and work in tandem with Force if Will to keep your opponent's stuff from bothering you. The missteps are protection and disruption. The lone misdirection is a solution to abrupt decay and solution #5 to lightning bolt.
One nice thing about pyromancer opposed to goyf is that you can clock a goyf or a hatebear forever, that's usually long enough to get a delver flipped or a clique out and start dealing damage. The only bad matchup for this deck besides oath is more aggressive aggro decks and vintage doesn't have many of those right now.

If you want to play blue and not play with proxies, this is an option.

Stephen Menendian played a powered version in January:

Scroll and Tutor do not add much value without Ancestral. I would replace with Gitaxian Probes.

No Cruise or Dig?

I'm also working on a "no power" deck. Good Luck!

Not true, Young Pyromancer is a Human Shaman.

From my phone. I do my best, dammit!
