I've been wanting to build a "competitive" deck for a while now, and mono-islands seemed like a good place to start. Sakashima is the commander because (s)he seemed less "scary" than the other potential options (Teferi, Clique, Venser). The game plan is pretty straight forward - counter stuff you care about, stick Tidespout Tyrant, and ride it to victory. Plan B is to copy/steal whatever gigantic thing your opponent has and kill them with it. Plan C involves High Tide, Turnabout, Blue Sun's Zenith, and a quick stop over in magical christmas land.
I have a Basalt Monolith, Rings of Brighthearth, and Power Artifact I could stick in here somewhere for stupid amounts of mana, I suppose. That would make Plan C a little less of a stretch, but whatever.
Notable Omissions:
Force of Will, Mana Drain, Misdirection: I don't currently own copies of these, and they're a little outside my current EDH budget.
