So, it seems that TNN and Delver are really big these days and most of the decks that are popular are trying to win through the attack step. Therefore, it might be time to attack the format at a new angle reminiscent of the old RW Rifter decks.

4x Magus of the Moon

4x Enlightened Tutor
4x Orim's Chant
4x Silence
4x Lightning Bolt
4x Swords to Plowshares

4x Blood Moon
3x Humility
2x Isochron Scepter
1x Crucible of Worlds

2x Ajani Vengeant
2x Chandra, Pyromaster

8x Plains
4x Arid Mesa
4x Plateau
4x Wasteland
1x Ancient Den
1x Mountain

The basic idea of the deck is to combine the Scepter Chant combo with Humility and Moon effects to lock your opponent out of the game. Enlightened Tutor is the backbone of the deck getting whatever you need at the time. The win conditions are the planeswalkers and the Maguses. The nice thing about Magus of the Moon is that he works under a Humility and is part of the reason why he is the only creature in the deck. Chandra has been great so far, but easily could be swapped out for Elspeth, Knight-Errant. I think the pseudo-card draw from Chandra is good enough to warrant her inclusion, plus her +1 kills anything with humility on the board. I've also had no problem hitting Lightning Bolt off of her ultimate to finish opponents off, although generally if you're able to do that you've won the game already.

This is just a rough sketch, but I'm open to comments and criticism, so let's get those Plateaus into more Top 8s now.

I think Abrupt Decay is still played quite frequently and mostly in conjunction with Deathrite Shaman, so your Moon effects probably won't stop them from killing your scepters which is of course pretty devastating. Even though I've always liked Scepter I've abandoned this strategy ever since Abrupt Decay had established in the format.

I think that if you have a moon effect out against those strategies, you've probably won already.

That has largely been my experience as well - they need to either float GB in response to the moon, let it resolve and then Decay it; or they need to have enough fetches in the GY the power out a topdecked AD.

As for wincons - I feel like it needs something more than Chandra. Maybe Elspeth?

I would cut silence and something for 4x rest in peace and 3x helm of obedience as your primary wincon. I run it in Quinn and it works great. RIP is great vs. a lot of decks and you are already running e-tutors. I cut the scepter package due to my meta having a ton of abrudt decays. I haven't tested wasteland+moons but wouldn't ghost quarter be better to hit the random fetched 1 of basics pre-mooning?

Edit: Stoneforge Mystic is bonkers too...and still good with humility...in the right play order obviously...

Edit #2: No ensnaring bridge seems bad. Also chandra seems bad.
