Welcome to the source. You should look around the site and review the stickied threads. This deck might be more comfortable in the casual section.

Most of these cards, while legal in legacy, are not legacy playable in a competitive setting. Your list is incomplete (lands/mana as mentioned) and is a mash up of a slow sligh deck and some pet cards. Substantiating cards choices is a good inclusion to new deck proposals. I think you should play some games with established decks to get a feel for how they win, then brew. There is an older deck called "red death" which might give you some ideas. There is also a zombie/ goblin bombardment deck which is newer and could interest you.

Some ideas:
- You want better burn/removal spells
- Some cards in the list are just terrible (Browbeat, Bauble, ...)
- Try to keep an eye on mana curve
Good removal and burn (black and red):
- Lightning Bolt
- Chain Lightning
- Forked Bolt
- Dreadbore
- Terminate
- Liliana of the Veil (she's a vampire, why not play her?!)
Mana curve:
This is all about planning your early turns. Turn one we play land, one mana guy. Turn two we play a land, a one mana guy and a one mana burn spell, or a two mana guy. Turn three we don't play a land because our deck functions fine on just two lands? Or do we play like 21 lands and aim on a third land? So you need:
- Enough turn one plays (preferably stuff like one mana guys and discard spells).
- Enough stuff that's cheap but you don;t have to play on turn 1 or 2.
- Not that many cards that cost three mana or more.
- A proper land count, that works with your plans (you don't want to flood, but you also don't want to get stuck on one land if you need more).
"Goldfishing" (playing against no one) helps give you an idea of the mana curve of your deck. Shuffle well and just fool around a bit. Every time you cannot do anything during a turn, you should think why that happened. In Legacy, one just cannot do nothing at all and hope to get away with it.
I'd recommend something like this:
Creatures:
4 Vampire Lacerator (CMC1)
3 Bloodghast (CMC2)
2 Kalastria Highborn (CMC2)
4 Gatekeeper of Malakir (CMC2/3)
4 Stromkirk Captain (CMC3)
4 Captivating Vampire (CMC3)
2 Vampire Nighthawk (CMC3) /23
Spells:
4 Thoughtseize (CMC1)
2 Inquisition of Kozilek (CMC1)
3 Hymn to Tourach (CMC2)
4 Lightning Bolt (CMC1)
2 Dreadbore (CMC2)
2 Liliana of the Veil (CMC3) /17
Lands:
2 Badlands
3 Blackcleave Cliffs
2 Swamp
1 Mountain
4 Bloodstained Mire
2 Polluted Delta
2 Scalding Tarn
4 Mutavault /20
