Envelop and Sensei's Top

Hi, I'm interested in the result (and its reason) of this situation.

Tap Sensei for any Miracle Sorcery card
Play that Sorcery for its Miracle cost during opponent's turn.

Opponent plays Envelop, targeting the Miracle Sorcery.

Will Envelop be countered by the Sensei's Divining Top on top of the library or the card is drawn and then played before the Top will reach the top of the library?

In other words, when you play a Miracle spell with Top, in the moment in which you cast the spell itself, is the Top already at the top of the library?

Draw a card and put top on you library
Miracle trigger
You cast miracle card
They cast envelop on miracle card
Counterbalance trigger goes on stack
You reveal top

Since the draw card and put on top of library are both on the right side of the ":", they both happen at the same time without a chance to put anything on the stack or to respond to only half of it.
