Now, this is Legacy well playable.
Red is getting some love in this set.

Legacy playable in what deck? Not trying to shut you down, just curious.

Mana cost is too high for aggressive red decks, and control decks have better removal and win conditions. I can't think of a combo deck where this is the preferred win-condition.

Not a new card... also probably not better than Erratic Explosion in a format with Brainstorm and Top.

Also Erratic Explosion has always been a card. If there was a card that had CMC of 20 or 19 it might be playable .

EDIT- I somehow knew I was gonna get ninja'd on that one. But yeah Explosion is wayy better with Top, Brainstorm, Ponder, and Lim-Dul's Vault. The only problem is it doesn't kill the opponent after you've spent time and resources setting it up :(

Only deck that would even want this effect is mono red sneak. Except the random discard and deal damage equal to CMC just seems better

As fun as it would be to brain someone with an Emrakul out of Sneak/Show or Big Red, I dunno if that's actually a feasible wincon rather than just danger of cool things.
