So, I need some ideas on what to play in Legacy. I prefer grindy decks that have play against combo or resource denial. In a perfect world I'd play 4 color delver but I don't have 3K sitting around. Any suggestions?

What is your budget? You do not have 3k but do you have 2k or only $50...
What cards do you already have? Have you got Stoneforge, Bayou or just a Zoo deck...

I'm starting over, had to sell my collection to pay for my wedding in February. My budget is roughly 180 a month, with about 500 to start. I'm looking for something fairly budget that I can build into something awesome.
Is Burn to UR Delver to Grixis Delver feasible?
I've fallen out of touch with card costs, but just noticed that duals have doubled since I got out last year.
Shardless BUG is probably where you want to be, but I don't know if that's going to be cheaper than 4C Delver. What existing decks do you have that you would be building on or putting toward your new deck? (I assume you have some amount of capital, since you list a Vintage deck in your sig.) I always recommend proxying up decks first and testing with them to make sure you like how the deck plays and are comfortable with its weaknesses. I think this becomes even more important as Legacy prices rise.
Edit: Yes, that sequence is feasible.

The Vintage deck I kept just because I was too sentimental to sell my Bazaars, but my Legacy collection is gone. Personally, I love the idea of Grixis Delver, because I think Pyromancer is criminally underplayed in Legacy.
I may try that sequence, and go from there. Is there a good Burn list that splashed Black? I'd like to try Deathrite Shaman and the new Black common from Conspiracy instead of Flame Rift.

You can start with a Burn deck and build it up to Counter-burn; something like this - http://www.tcdecks.net/deck.php?id=13226&iddeck=97076
It is a list that could run Pyromancer's and it would eventually let you turn it into 4c Delver
Alternatively you could look at something like Noble Fish which is a new deck doing well - http://sales.starcitygames.com//deckdatabase/displaydeck.php?DeckID=67729

I suggest UR Delver, you can play your burn spells and acquire 2 to 3 volcanics which you can port to grixis. I don't recommend starting with any RB list because you might end up buying badlands which you don't need for grixis or burg.
You can pursue your force of wills, and play an alt build of with lava mancers and young pyromamcer over goblin guides and snapcasters when you acquire wastelands and easily flip those snap casters for more relevant cards to grixis

For $200-250 you can make this budget deck and then add Force of Will - http://magic.tcgplayer.com/db/deck.asp?deck_id=1170034
Just replace the Reefs with Steam Vents.

Can I get a shout out to the D&T Decks? Resource Denial- CHECK, Grindy- Check, Reasonably Costed- check?

Well, after some speculation, I've decided to try both the Delver ladder and D&T. I am going to jam some games proxying the archetypes to see what I want to do.
Thanks for the input, guys.
