An attempt to marry burn with the Treasure Cruise. The theory is that splashing for U will give more options and reach. Are there fundamental reasons that this is a terrible idea?

A deck list might look like:

Aggressive Creatures

4 Eidolon of the Great Revel
2 Delver of Secrets

Free Cantrips

4 Manamorphose
4 Gitaxian Probe

3-for-1s

4 Lighting Bolt
4 Chain Lightning
4 Rift Bolt
4 Lava Spike
4 Mind Bomb

Big Spells

4 Fireblast
4 Treasure Cruise

Mana Base

4 Scalding Tarn
4 Volcanic Island
1 Bloodstained Mire
1 Wooded Foothills
3 Mountain
4 Steam Vents
1 Barbarian Ring

Sideboard
4 Force of Will
...

Mind Bomb sounds awesome! Have you tested this deck?
If you're playing blue, Brainstorm and Delver seem much better than the random cantrips. Maybe try this:

-4 Manamorphose (why play this?)
-2 G Probe
+2 Delver
+4 Brainstorm

and

-Steam Vents
+Fetches
+Basics

I dont think you need all that crap. Just shave some Lavamancers and maybe other stuff for cruise, add 4 Volc plus fetches and thats it...

This remind me of a very of article written by Patrick Sullivan (http://www.starcitygames.com/article/23732_Legacy-Week---Burn.html).

Cutting all creatures for burn and brainstorms seamed good in first place, but you eventually run of gas. Nowadays, with the new delve card, I can see this deck with gitaxian probe/ponder/cruize/BS ruling the world. What everybody think?

I'd suggest something like this:

12 fetches
4 volcanic
4 mountain

4 brainstorm
4 gitaxian or ponder
4 delve card

4 lightning bolt
4 chain lightning
4 rift bolt
4 lava spike
4 mind bomb
3 Price of progress
3 searing blaze
2 fireblast (dont need many of those when it is a finisher and you are drawing lots of cards)

SIDEBOARD:
Must be agaist combo decks//they can play a trasformational side role

4 FoW
4 Delver
4 spell pierce (increase the blue count comparing to pyroblast)
3 grafdigger's cage

I'm not sure where to go with the deck. Personally, I want to load up the graveyard and cycle through the deck.

Two mechanics that immediately came to mind were Flashback and Madness. Looking at Flashback, there wasn't anything overly broken that I could find.

Madness on the other hand has two spells for Izzet: Obsessive Search and Fiery Temper. Obsessive Search is simply ok but it's something to discard for value. Fiery Temper is all value. Also, both are instants and we can simply cast them late game if we can't trigger madness.

To enable draw and discard, there appears to be several classifications of cards:

Careful Study/Faithless Looting appears the best. It's cheap and you get to chose what to discard. The downside is you net -1 card per time. This isn't horrible if you get to cast a madness card off it. The other downside is they are sorceries :(
Dangerous Wager is possibly ok. I'm unsure how often we'll be able to live the dream with this but it will likely be card neutral and we may get value. I'll also mention that it's an instant so you can do it end of the opponents turn and leave countermagic up.
Control of the Court/Goblin Lore/Desperate Ravings/Tibalt, the Fiend-Blooded all have random discard but are card neutral. The issue is that you can't be 100% sure of getting your madness value out of it. I think that's just too much of a downside.
Wild Guess/Tormenting Voice are possible includes because you are card neutral. The downside to these is you may have it countered and just be down two cards.
Compulsive Research/Thirst for Knowledge are possible includes. Complusive Research is the best option because we can throw away unneeded lands and/or madness cards (or madness+land).
Catalog is like Wild Guess/Tormenting Voice only we don't have to possibly go 2 for 1 if it gets countered and it's an instant, but I'm willing to tap out on our turn to get a cheaper casting cost.
Dack, Fayden is recurrable draw/discard, but I'm not sold. You can also steal Jitte/Swords/Batterskull if necessary (but you'll have to re-equip except Jitte).

Since our Instant/Sorcery count is so high, we can make use of the three creatures that get a bonus for them: Young Pyromancer, Monastery Swiftspear, and Delver of Secrets. Young Pyromancer and Monastery Swiftspear also get bonuses from us casting madness so we're getting multiple value out of each possible discard. I'm unsure if Grim Lavamancer is where we want to be at, but it definitely could be and if it's not mainboard it's likely sideboard.

I've worked on a possible decklist but it's very rough and the Dack and Dangerous Wager are 1-of's because I want to test them out to see how they work:
4 Monastery Swiftspear
4 Young Pyromancer
4 Delver of Secrets

4 Lightning Bolt
4 Brainstorm
4 Obsessive Search
4 Fiery Temper
1 Dangerous Wager

4 Treasure Cruise
4 Faithless Looting
4 Gitaxian Probe

1 Dack Fayden

4 Volcanic Island
2 Island
4 Scalding Tarn
2 Misty Rainforest
2 Polluted Delta
2 Flooded Strand
2 Mountain

How is this deck any different from any standard UR Delver deck?

4 Delver
4 Young Pyromancer

4 Lightning Bolt
4 Chain lightning
4 Rift Bolt
4 Lava Spike
4 Flame Rift
2 Mind Bomb
3 Price of Progress
2 Fireblast

4 Brainstorm
2 Treasure Cruise
2 Mana Severance

4 Scalding Tarn
2 (other red fetch)
4 Volcanic Island
1 Steam Vents
6 Mountain

I always thought Mana Severance would be nuts in a burn deck.
