Cryptic Command ability order

I wanted to check the order in which Cryptic Command does its abilities. Does it do it on the order printed?

In the specific case, say I have a Surrak Dragonclaw out and I attempt to cast another creature. In response my opponent casts Cryptic Command choosing to bounce Surrak and counter my cast creature. It should go in printed order, right? Attempt to counter my creature and fail because of Surrak, then bounce Surrak to my hand.

Yes, you always resolve spells and abilities in the order written, even if some parts of the text are ignored because of modes or whatnot.
