Ok extreme example:

-Life total: 3

-Cards in hand: 0

-Sylvan Library in play

-3 Dredgers in GY

I choose to use Library:

I dredge all the cards, but can't pay 4 life since I don't have - what now ? I can't dredge more then 1 card (natural draw)
-Why I can't dredge ?- it's replace effect and just using Library.

I'm not sure I understand what you're asking. If you dredge 3 times, you've drawn no cards, so you don't have any cards to choose. If you're at 3 life and did draw any cards this turn, you can't choose to pay life, so you must put two of those cards back.

When you get to that step, just follow the instructions in the oracle text:

Choose two cards in your hand that you drew this turn.
For each card you chose that way either:
a) pay 4 life
b) put the card on top of your library.

There are some subtleties:

If there aren't any cards in your hand that you drew this turn, then you choose no cards.
If there's only one card in your hand that you drew this turn then you choose that one card.
Cards that were drawn because of other spells or effects can be chosen. (So if you play with library you have to keep track of what cards were drawn this turn.)
When you dredge puts a card into your hand, you don't draw the card.
If you have less than 4 life, you can't choose to pay 4 life.
