PROS


Tax effect on blue cantrips, or any cheap instants
Completely blocks Dig Through Time, Force of Will and Daze, adding a cost increase of 8 , 5 , and 2.
You can still play sorcery speed cantrips yourself, even if they cost 1 mana since it only effects instants.
Can be played Turn 1 with a Sol Land and a Mox


CONS


The effect doesn't stack, like Trinisphere because the card is Legendary
Blue doesn't has little in way of removal . a Red splash offers Chain Lightning. Black brings Reave Soul..

the problem with the card is that it's blue itself and awkward. There are better blue cards to splash, and if you are playing more than just a splash you are probably playing those cards it hoses.

The card is just bad really. Almost every Blue deck will still be able to beat you, because most of their actual win conditions are not Instants. Almost no nonBlue deck (that I can think of) runs enough Instants to make this relevant (OK, maybe Burn, but Chill is just better).

The only time I could see this card being relevant is as a funny thing to put in off a Show and Tell versus Omni (because that's the only deck that needs to play Instants to win really).

Also, it's worth mentioning Abrupt Decay doesn't care about this.

Side anecdote: someone actually played this versus me at Eternal Weekend, albeit in Vintage. He promptly lost, because Demonic Tutor, Time Vault and Voltaic Key are not Instants. Even if I could have countered it, I probably wouldn't have.

I think the only place where it would really make sense is a stompy deck. Even then, there are decks like Elves and Death and Taxes that just don't care, and many others like Show and Tell or Reanimator where it is often going to be a net loss for you to play it.

In addition, I think the blue stompy creature base has largely been eclipsed by the Maro's new world order power creep.

I had 2 in Ux Tez since that deck is permanent heavy. They weren't outstanding but Chalice and In the Eye of Chaos really kick the high velocity DTT decks in the teeth.

TBH it's worth mentioning that it does some work against Storm too. If they play Ad Naus, it's completely shut down, and Rituals become terrible.

If you want a crippling effect at 2U against decks that rely on chaining multiple spells together, Arcane Laboratory is arguably just as powerful.
