Missing mana symbol "smilies"

What is the exact reason why the Source doesn't have the Tap symbol as smilie? Copyright issues? If so, why does Salvation have the proper tap symbol?

Aside from that, are we going to get C as mana symbol, now that it has become evergreen?

And why does the generic mana stop at :14:, right before Emrakul mana?
